In Canada’s early industrial era, job sites were lawless frontiers. Factory floors, construction sites, and mines were battlegrounds of profit versus protection—where danger was a daily companion and oversight was nearly nonexistent. Workers endured grueling conditions, long hours, and minimal safeguards. Injuries and fatalities were routine, seen not as crises, but as the “cost of doing business.”
Robin Postnikoff of MI Safety put it plainly: “Every rule is written in blood.” It’s a sobering truth—many of the safety standards we rely on today exist because of past tragedies. But it’s also a testament to how far we’ve come. Canada’s safety journey began not in policy manuals, but in the outcry of workers and the rise of grassroots advocacy.
In the early 20th century, labor unions and worker-led movements began to demand change. These groups weren’t just pushing for better pay—they were fighting for their lives. Their efforts paved the way for the establishment of Canada’s first workers’ compensation boards. These boards provided financial aid to injured workers and their families, marking a critical shift from reactive relief to proactive prevention.
By the mid-century mark, government began to catch up. In the 1970s, Ontario introduced the Occupational Health and Safety Act (OHSA), setting out clear responsibilities for employers, employees, and regulators alike. For the first time, there was a legal framework requiring proactive safety practices—not just responses after accidents occurred.
As Kevin Swinden of Global Hazmat puts it, “People often don’t realize regulations apply to them until something goes wrong.” OHSA was a turning point in shifting this mindset. It wasn’t just about compliance; it was about building a culture of prevention.
Around this time, institutions like the Canadian Centre for Occupational Health and Safety (CCOHS) were founded. Since 1978, the CCOHS has worked to equip Canadians with the knowledge and tools to prevent workplace injuries—through research, education, and collaboration. Provincial counterparts and industry-specific groups like WorkSafeBC and Energy Safety Canada have followed suit, ensuring local and sectoral needs are met with specialized support.
But make no mistake—this progress was not handed down from above. It was hard-won, forged in the demands of workers and the advocacy of those who believed in a safer future. What began as a fight for survival has become a framework of shared responsibility, connecting governments, industries, and individuals alike.
Canada’s safety story didn’t start with policy—it started with people. And it continues to be written, every day, on the shop floor, the drill site, the office cubicle. Knowing where we’ve come from helps us shape where we’re going.

Canada’s workplace safety culture wasn’t built overnight—it was earned through generations of advocacy, tragedy, and transformation. True progress came not from policies alone, but from people who spoke up, organized, and demanded better.
