Safety leaders know the struggle: Field Level Hazard Assessments (FLHAs) aren’t always completed with care, or at all. The instinct is to crack down with tighter controls. But more rules don’t always equal better safety.
To drive true compliance and engagement, shift from control to influence.
1. Understand What’s Getting in the Way
Before you enforce, investigate. Ask your crews:
- What slows them down?
- What parts feel like busywork?
- When do they skip FLHAs, and why?
This insight is gold. It tells you whether the issue is time, clarity, or culture.
2. Make FLHAs Useful, Not Just Required
Field workers engage when they see value. So ask:
- Do the questions actually match site realities?
- Can workers log hazards in under 2 minutes?
- Are FLHA results reviewed and acted on?
If nothing happens with the data, don’t expect buy-in.
3. Highlight Wins, Not Just Gaps
Control punishes non-compliance. Influence celebrates success.
- Share stories where an FLHA prevented an incident
- Shout out crews with consistent quality submissions
- Use toolbox talks to showcase real impact
This builds belief that FLHAs matter.
4. Involve the Crew in the Process
Instead of dictating the form, co-create it:
- Ask for input on hazard categories
- Pilot new formats with a small crew
- Let workers suggest improvements
Ownership increases engagement, and results.
5. Empower Supervisors as Coaches, Not Enforcers
Supervisors shouldn’t just collect FLHAs. They should:
- Review them with the team
- Ask questions and encourage discussion
- Reinforce safe behavior through coaching
This builds influence through leadership, not fear.
6. Back It Up With Smart Tech
Digital FLHA tools can support influence over control by:
- Making forms fast and mobile-friendly
- Sending real-time reminders
- Auto-escalating critical findings
Tech makes it easy to do the right thing, and hard to forget.

If your FLHA program is struggling, more rules won’t fix it. What will? Trust, relevance, and shared ownership. When workers understand why FLHAs matter, and feel heard in the process, they get done. And they get done right.
