FLHAs Don’t Work if They’re Just a Checkbox

Every safety professional knows the challenge, getting consistent, meaningful  Field Level Hazard Assessments (FLHAs)  completed can feel like an uphill battle. When compliance falters, the usual reaction is to add more rules and oversight. But added control often backfires. True safety improvement comes from inspiring workers, not policing them.

1. Find Out What’s Really Causing Resistance

Instead of starting with stricter enforcement, start with curiosity. Talk to your teams:
  • What barriers keep them from completing FLHAs thoroughly?
  • Which sections feel unnecessary or confusing?
  • When do forms get skipped and what’s happening on-site at that moment?

These insights reveal whether your problem is time pressure, unclear expectations, or company culture.

2. Make FLHAs Practical, Not Procedural

Workers engage when the process helps them, not when it slows them down. Review your assessment questions to ensure they align with real site conditions. A short, focused form that takes under two minutes to complete will earn far more attention than a cumbersome checklist.

Also, make sure the data has purpose. If FLHAs are submitted but never reviewed or acted upon, crews will quickly lose motivation. Turn every submission into an opportunity to learn and improve.

3. Recognize the Good, Not Just the Gaps

Compliance improves when teams feel appreciated. Instead of focusing on what’s missing, highlight moments when FLHAs made a difference:

  • Share examples of assessments that prevented incidents
  • Celebrate consistent participation during toolbox talks.
  • Publicly acknowledge crews that complete high-quality reports

Positive reinforcement turns a requirement into a shared success.

4. Let Workers Shape the Process

Ownership begins with involvement. Rather than mandating a format from the top down, bring frontline workers into the design phase:

  • Ask what hazard categories matter to them
  • Test new digital or paper forms with a small pilot team
  • Gather honest feedback and refine the process together

When employees help build the system, they’re invested in making it work.

5. Develop Supervisors as Safety Mentors

Supervisors are the bridge between policy and practice. Their goal shouldn’t be to “collect paperwork” but to lead meaningful safety conversations. Encourage them to:

  • Walk through completed FLHAs with their crew
  • Ask questions that deepen understanding
  • Coach safe choices rather than enforce compliance

This kind of leadership turns supervision into mentorship, powered by trust instead of authority.

6. Use Technology to Support Success

Modern  Field Level Hazard Assessment software can reinforce positive habits without adding complexity. Choose digital tools that:

  • Allow quick, mobile-friendly submissions
  • Send smart notifications and reminders
  • Automatically escalate serious hazards for review

Digital FLHAs remove friction from the process, making it faster, easier, and more transparent.

If your FLHA completion rates are slipping, tightening control won’t solve it. Sustainable compliance comes from connection: when workers know why the process matters, and see that their input drives action.

Real safety thrives when people feel included, respected, and heard. Influence and not authority is the real power tool for safer worksites.
