Understanding the Canadian Hours of Service course

When we talk about a “Canadian Hours of Service course”, we’re referring to training built on the federal regulation titled the Commercial Vehicle Drivers Hours of Service Regulations (SOR/2005-313) under the Motor Vehicle Transport Act. 

This training equips drivers and carriers to: 

  • Recognise who must comply (vehicles over 4,500 kg or buses with more than 10 seats) 
  • Differentiate between on-duty time, driving time, sleeper berth, and off-duty time 
  • Navigate duty-cycle options (Cycle 1: 70 hours in 7-days; Cycle 2: 120 hours in 14-days)

Commercial vehicle driver HOS regulations Canada – what you must know

In our experience on the road, the biggest gaps in duty‐time compliance stem from misunderstanding the regulation. The core rules for drivers south of 60° N (most of Canada) include: 

  • Maximum driving within a day: 13 hours 
  • Maximum on-duty time in a 24-hour period: 14 hours  
  • Mandatory off-duty time: At least 10 hours total, including 8 consecutive hours; the remaining 2 hours may be split into blocks of at least 30 minutes 
  • Weekly cycles: Cycle 1 (70 hours on-duty in 7 days) with a 36-hour reset; or Cycle 2 (120 hours on-duty in 14 days) with a 72-hour reset  

Training emphasizes how to apply route planning, evaluate driver hours in real time, and create checklists that align duty statuses to regulations. We also cover how to identify exemptions (e.g., during emergencies or northern routes north of latitude 60° where other limits apply) and how deferrals work under adverse conditions. 

By structuring training around these regulations, you can ensure your workforce knows the limits and lives them safely.

Why robust Hours of Service training matters for fatigue management and compliance

Even experienced drivers can slip into violation when timelines tighten or staffing changes. Training in Hours of Service helps mitigate three major risks: 

  1. Fatigue-related accidents: Drowsy driving performance can be so poor that it equals that of a driver over the legal alcohol limit 
  2. Regulatory and financial consequences: Non-compliance can lead to fines, out-of-service orders, revoked carrier certifications and damage to your safety rating.
  3. Operational inefficiencies: When drivers exceed limits, it disrupts scheduling, adds delays and chips away at margin

A well-designed training programme helps drivers use their Electronic Logging Device (ELD) with confidence, analyse scheduling vulnerabilities, and evaluate cycle limits before they become non‐compliance events. Good training leaves workers creating safer patterns, not just remembering facts.

Implementing an effective Hours of Service training plan in your fleet

Here’s how you can create a plan for Hours of Service training in your operation: 

  1. Assess current knowledge and gaps. Review recent duty‐status logs, violations, near‐misses, and driver feedback

  3. Use scenario-based modules. E.g., driver delayed at loading dock, hits 13-hour driving limit, must plan reset. Have trainees apply what they learned and evaluate their decisions

  6. Maintain refresher sessions. Regulations evolve. Scheduling annual refreshers keeps everyone sharp and mitigates drift
